March Strategies is a public affairs, political strategy, and organizational development firm founded by Andrea Cooper, An Do, and Lindsey O’Brien.

We have dedicated our careers to public service, bringing decades of combined experience across advocacy, organizing, legislative work, executive leadership, and campaigns. Having led at every step—from policy conception through campaign season to legislative passage and executive implementation—we offer something rare in the consulting world: true full-cycle expertise.

  • We provide strategic communications and government relations services that help clients navigate complex political and public environments. Whether you're an elected official, organization, or candidate, we provide the strategic guidance and tactical support to help you meet your goals.

  • We develop tailored training curricula and facilitate retreats and organizational meetings that strengthen leadership and organizational development. Andrea Cooper, who is Certified by the Center for Executive Coaching, provides both one-on-one and cohort executive coaching, helping leaders and organizations develop the capabilities they need to succeed.

  • We provide comprehensive campaign and political advocacy services, including general consulting and strategic communications on candidate campaigns and ballot measures. Our expertise includes media relations, coalition building, and political strategy.

  • We're drawn to the hard problems that keep leaders awake at night — the ones where the stakes are high, the path isn't clear, and the outcome will make a real difference in people's lives. Andrea Cooper (“Coop”)

PARTNER

Coop (she/her) served as the Chief of Staff and the Deputy Chief of Staff to two Oregon Governors. She is a certified Executive and Leadership Coach. Coop was the Political Director for SEIU 503 and Chief of Staff for the Oregon House Majority Office. She also has extensive campaign leadership experience, including managing Governor Kate Brown’s successful re-election campaign and serving as the Executive Director to Future PAC, the campaign arm of the Oregon House Democrats.

An (she/her) served as the Executive Director for Planned Parenthood Advocates of Oregon and Planned Parenthood PAC of Oregon. She also served as the Public Affairs and Communications Director in the Oregon Governor’s Office and directed communications for the statewide campaign that defeated a 2018 anti-abortion ballot measure. Prior to working in politics, An worked in the private sector and as a social worker providing direct services to youths and their families.

Lindsey O’Brien

PARTNER

Lindsey (she/her) served as the Deputy Chief of Staff in the Oregon Governor’s Office. Previously, she was the Chief of Staff for two Oregon House Speakers and the Oregon House Majority Leader, as well as the Communications Director in both offices. She was a leader on multiple successful electoral campaigns, including for the U.S. Senate, two Gubernatorial campaigns, and ballot initiatives. Before working in government and politics, Lindsey was a reporter at The Daily Journal of Commerce.

OUR STORY

Before we became March Strategies, An, Coop, and Lindsey were making waves across Oregon politics, turning big ideas into wins – one campaign, one law, one breakthrough at a time.

What makes us different?

An bridges divides with smart strategy and empathy. She reads the room, finds the opening, and builds solutions that actually stick. Coop turns chaotic situations into clear, effective plans, all while mentoring the people around her so they can do the same. Lindsey sees what others miss. She pinpoints what matters, keeps everyone focused on the goal, and helps the story break through.

Together, we've developed policy, shaped public conversations, and led teams that deliver results. Through it all, we’ve centered the people impacted by policy changes and those working to drive the change.  During many late nights at the Capitol and early morning crisis calls, we also learned something important: real leadership isn't about making noise; it's about getting results.

Why are we called “March Strategies”?

It’s the third month, a reflection of our trio, as well as the turning point when winter gives way to the renewals of spring. March speaks to the movements that have inspired us and reshaped history, driven by those willing to take the first step and push through uncertainty. And March 2019 was when the three of us were together for the first time, at a small book club conversation with Michelle Obama. Her words on purpose, friendship, and authenticity resonated then and drive our work now.
